How can I get the Windows 10 Photo app to import my Iphone XS photos?

The Windows 10 Photo app finds my Iphone XS photos (more than 15,000) but does not give the option to import them to my PC.  All software is updated, both devices have been restarted and I'm using a new lightning cord that I've tried on multiple USB ports. Any suggestions are greatly appreciated.

To be honest, Windows 10 would have difficulty handling a transfer of that size. One thing I have found that seems to make Photos work better with the iPhone is to follow these steps.

Without the iPhone connected to the computer, open Photos on the computer. The plug the cable into the iPhone, but not the computer. Unlock the iPhone screen, and while unlocked, connect to the computer. At this time, Windows Photos should recognize the USB device and prompt you to import the photos.
