Not receiving texts from Iphone with shared Apple ID

My husband and I are on a shared plan. My husband's phone has not been receiving texts from my phone. I do receive his texts. We've tried going into message settings but haven't resolved the problem. We took off iMessage on both phone but that didn't work. We were able to get his phone to receive my texts if we checked both number to send and receive on each phone. But now my husband gets my messages from other people as well.

Is it because we share the same Apple ID? It didn't seem to be a problem before. It may have started being a problem when my husband got a new phone in June. I thought he had just been ignoring my texts because he wasn't answering them, but recently we discovered he hadn't been receiving them.
