I have my "old apple music" saved to a old external hard drive. How can I authorize my new PC to play the music when I don't know my password and my user ID is a defuncted email address?

Take this Up with Apple Support:
No one here can make that call.
As of this reply, you cannot combine Apple Accounts. So, you would have to open a new eMail address. and assign it to those purchases. You cannot add these purchases to your current account.
So, call Apple Support. Ask them if they can modify your former account's eMail address to a new eMail address you have never used with Apple, and then have them run you through successfully editing the password.
