Bottom half of 2016 Macbook Pro Screen Stuck

The bottom half of the LCD panel on my 2016 Macbook Pro is stuck.

If I close the lid to about 45 degrees, it will update to what is supposed to be there, but then will be stuck again. (It kind of has this weird burn-in effect as well)

I have tried all of the software/firmware resets, but to no avail. This definitely is a hardware issue.

Should this be covered under the extended service program?

I understand this is not the backlight, but the flimsy display cables are obviously causing this problem too.

I am just about to send my laptop out to get the keyboard serviced under that quality program (keys not responding). Would this display issue prevent Apple technicians from servicing the keyboard?
