screen blanks out when moving cursor down towards bottom of screen

How do I stop the screen from blanking out each time I move the cursor down towards the bottom of th screen? Im on Catalina 10.15.1 but this problem was visible even on earlier versions

Welcome to Apple Support Communities. I understand that when you move the cursor down toward the bottom of the screen that the screen blanks out. This is happening in macOS Catalina 10.15.1 and has occurred in previous macOS versions as well. I’m happy to help.
