Perhaps I am making things more complicated than they need to be. By sending a message through the Messages app, the user will see an alert on whatever device she is using at the time.

I'm not sure, but I found https://stackoverflow.com/questions/7751937/apple-push-notifications-to-specific-users which is a different concept. It is, however old, and thus things may have changed

That is correct. There is one proviso, though, and I have not checked it myself. I think the Mac requires the messages app to be running, even in the background. Test this out for yourself anyway.
