When sending iMessages to none iPhone users messages are failing to send
iPad Pro 11-inch Wi-Fi
That's expected. Only iPhones/iPads/iPods(Touch) can send and receive messages through Apple's proprietary iMessage system. Other phones use the telecomm companies' SMS/MMS system; iPhones can also use SMS/MMS, but iPads (even cellular models) cannot without help from an associated iPhone.
If you have an iPhone connected to the same Apple ID, you can tell it to forward SMS/MMS messages to/from your iPad. Visit Settings > Messages > Forward Text Messages (on the iPhone) to enable the connection.
