Can't read ratings

I have an iPhone 8 running iOS 13.2.3. I'm looking at an app in the App Store. I see the Ratings & Reviews section. It says 4.3 out of 5 and there are 7 reviews with a bar graph on how many 5, 4, 3, 2 and 1 star ratings. That's it. Nothing to click on to see what any reviewer said. I tried signing out and back in again. The "See All" button isn't there. Does that mean none of the reviewers said anything? Thanks!
