Retrieving deleted apps on iPhone XR back to iPhone XR the blue dots to press from apple store doesn’t work !Nothing happens even when iPhone XR updates.

Go to the App Store, tap on your icon in the upper right, tap Purchased, My Purchases, Not on this phone, and tap the cloud icon to download the desired app.
