Wallet & Apple Pay Preference Missing. Tried updating plist as per other thread but it doesn't work

I migrated my accounts from a 2013 MacBook Pro to the 2019 MacBook Pro 16" via Time Machine. Catalina had been updated to the latest version on both laptops before the migration.

Afterwards, I noticed the Wallet preferences pane was missing in System Preferences. I tried the fix offered by mjrit shown in another thread, e.g. open up Terminal and execute

defaults write .GlobalPreferences PKSecureElementAvailableFlags -int 3

However my Wallet still doesn't appear even after a reboot!!! Perhaps that fix only works for Mojave but not in Catalina? Please help
