Hello ! So my husband recently broke his iPhone all the way to where is isn't usable anymore. Well he didn't back up his photos on the broken device and he just recent got a new device. Is there anyway we can get those photos that weren't backed up back? Maybe by plugging the phone into a computer?

Not unless that phone still works so you can create an iCloud or iTunes backup. If that phone is non-functional, then there is no way to back it up now.
As is always the case, backups need to be made before a disaster happens.
