In the past, when I've blocked numbers I haven't received any calls/texts from them. Recently, this has changed. When blocking someone, their call will still come through. If I go to Settings > Phone > Blocked Contacts...the contact is blocked. Did something change with Apple settings on what blocking capabilities are?

I see that you have an issue where blocked contacts are not being properly blocked.
Make sure the iPhone is updated: Update your iPhone, iPad, or iPod touch - Apple Support. Also, update any carrier settings: Update your carrier settings on your iPhone or iPad - Apple Support. If the issue continues after updating, ensure that any third-party apps that assist with blocking calls have been removed: How to delete apps on your iPhone, iPad, and iPod touch - Apple Support.

I have replicated this issue with 4 of my friends iPhones and it is all the same thing they will block me but still receive messages I send them. Ill be taking my phone into apple as if this many people are affected by it, the new update must have caused this.
I have the exact same issue and i have done everything you have said and the blocked calls and messages can still come through. Is there like a time frame if you block someone it takes up to a certain amount of time for them to not be able to reach you? I have never had this issue before only recently could it relate to the new update at all?
The exact same thing is happening to me. I have a blocked contact that has been able to text and call me all day. The contact is blocked when I go to the blocked list, also the edit option by the contacts name shows the option to "unblock caller" what the heck is going on?
