I get it to work.
in the iPhone remote app go to Settings and click on Add iTunes Library (or something like that > mine is in French)
I presume that if I am on the same Wifi network and the Media sharing is activated in the Sharing preference on the mac, you will see this little icon appearing in the left pane of the Music app.
Click on the Remote iPhone icon, enter the code from the remote iPhone app and your done.

To clarify: any library that you had previously set up with older versions of the Remote app, including Home Sharing DO NOT respond to the remote app in Catalina and iOS 13.3. Instead, you need to authorize a new link manually as Widget74 reports above. To do this:
Note: you can still use Home Sharing as well, but that link is NOT controlled by the Remote app...weird and confusing to me.
Got it. Finally. I had to connect my iPhone to the mac mini with usb. Then I entered the provided 4-digit code.
Seems that it work with direct pairing but not with home sharing. I disabled "home sharing" on my remote app and manually added Libraries after that.
After connecting iPhone via usb, find your device in Music (iTunes) in your mac, click it and a 4-digit code is generated.
I can't speak to Apple TV since I don't use it.
You can get a working Remote app for music though: try WITHOUT usb.
You'll get the same 4-digit code.

In the iPhone remote app I have two Libraries with the same name. The one at the bottom is the working one. I canot delete the first one.
If I use the first one or delete the second I get this like before the 10.15.2 update.

Yeah, pretty confusing. In my case, one for the home sharing link (it's at the top) and another for the new Music link that Remote can control, at the bottom. Other than turning off Home Sharing, I can't see how to get rid of the superfluous icon in Remote. Dumb.
I connected iPhone to iMac via USB as described in earlier post. On the iTunes Remote I selected "Connect Manually, received the four digit code and Apple Music and TV both prompted for the code to be entered. Two additional issues, the iTunes Remote will not stay connected nor control anything once the USB connected is removed. Secondly, the iTunes Remote will NOT control both Music and TV. I am not sure how Apple states they have fixed this APP; they need to publish detail instructions as it is not as simple as selecting "Use iTunes Home Sharing"; which does not work.
I got rid of that extra library icon. But I can't remember exactly how I did it lol.
I "think" that I: (1) deleted the "working" library icon. (2) Deleted the Remote app. (3) Disabled home sharing. (4) Reinstalled the Remote app. (5) Re-enabled home sharing. (The order of these steps may not be correct.)
Anyway, the phantom library icon is gone now.
Bad news. This fix is good till computer restart. I have to relink the remote app today.
I'm happy to have a working Remote app again. But there's one little niggling issue: when I open Remote on my iPhone 10, I am presented with TWO library icons -- the first (top) one is in color -- the second one is "grayed out."
When I choose the "color" icon, my library appears to load as normal, but when I try to play a track the song won't play.
When I choose the "grayed-out" icon, my library loads and plays as normal. With actual audio lol.
There is an edit option to delete a library when I open the Remote app. But the only one that is deletable is the grayed-out, working icon.
So I guess I'll just put up with the two icons for now.
I just discovered this: when I turn home sharing off, only the grayed-out icon is displayed.
But I'm going to leave home sharing on, since I have an iTunes library on my Windows pc that requires it.
So that's THREE icons I see now.
I am referring to the Apple TV app in Catalina. Now that movies are separated from iTunes, has anyone been able to get the iTunes Remote to control both the Apple TV app and Music app simultaneously?
