Disabled accounts

My wife has an iPad 7 that she gave me to use for Pokemon Go. I used it for 6 months, then her Apple ID since she was in middle school became disabled on it. We made a new ID and it got disabled in a week. We gave the iPad to my mom to use for her work and her Apple ID got disabled in a week as well. I remembered the password to my old middle school Apple ID and put it on the device, it got disabled in a matter of minutes...

I just want to update Pokemon Go on this iPad to use it to play, but I don't want to risk my wife's new Apple ID getting disabled to try to update. Please tell me either A. How to make an account enabled again for the App Store/iTunes, or B. How to update Pokemon Go and supersede this whole ID locking nonsense.

Samsung and Google don't lock peoples' accounts in this manner and they definitely don't lock content like this, so it is very frustrating to have to type on here instead of being able to call support because the automated system told me that it is handled online, not over the phone.
