Disabled iCloud Account

Typing from my sisters iPad. The problem started when she tried to update an outdated version of an app. The iPad told her that her account had been disabled. We tried almost everything, even logging out and logging back into the iCloud account. I have no idea what to do so does anyone know how to un-disable the account?
