13.3 update causes conflict between iPhone/FaceID and iPad/TouchID

I updated my iPhone XS to iOS 13.3 this morning, and my iPad (Gen7) to iPadOS 13.3 as well. Ever since then I'm having issues with biometric authentication on some apps. Two examples I have found so far are the Chase app and MyChart. After using FaceID to authenticate on my iPhone, TouchID on the iPad acts like it is no longer registered in the Chase app and I have to enter my password and reconfigure TouchID for that app. Once I do that, then it works fine on the iPad, but when I try to access the app on my iPhone I get a FaceID error and have to enter my password and reconfigure the app for FaceID on my iPhone. And this breaks TouchID on the iPad, repeating the cycle. Both devices were on 13.2 previously and I did not have this issue then.
