Why have we lost this facility it was so good as I need to file my retainer emails in folders and the iPhone 6 used to suggest where when I went to “move email” and it was correct about 80% of the time now no suggestion and really miss that as have to do it manually. Can the software geniuses please fix this one on an upgrade?

If you recently restored your iPhone, you will need to help it "learn" where your email is going to be moved to. After doing this with a few pieces of mail, you should again see the "Move to 'mailbox'" appear. I checked an iPhone 6 Plus running iOS 12.4.4 as well as an iPhone XS Max running iOS 13.3 and both devices are showing the move suggestion.
If you have not restored your iPhone, first, restart it following these steps: Restart your iPhone. Once restarted, see if there is any change. If there is not, also check to see if your iPhone 6 is running iOS 12.4.4, which is the latest iOS update for your iPhone at this time. You can check by going to Settings > General > Software Update.

You definitely should be able to see the feature still on your iPhone XR running iOS 13.3. If you haven't already done so, force Mail to quit with these steps: How to force an app to close on your iPhone, iPad, or iPod touch. Then restart your iPhone.
If the feature is still not appearing Contact Apple Support for more assistance.

No I’m sorry that’s not the case. My iPhone is an XR. It’s running on 13.3 as that’s what sw update says and it’s up to date. It has not been restored. It started to remember and make suggestions and now nothing - all manual, it doesn’t remember any past filing moves.
