IOS mail training the default Move folder in iOS Mail

This question was previously asked after setting up a new email. I have not set up a new email account and this starting happening to me after the IOS 13 update. It no longer remembers previous Move folders on my iPad. I move some emails to the same folder numerous times a day. Works fine on my iPhone where I haven’t done the update.
