Bluetooth unavailable

Why the Bluetooth is unavailable on my phone I Did everything from a soft reset to network setting reset all the way to a factory data reset I updated the firmware I got my phone internally checked out to see if something is internally damaged but nothing is working the phone is internally fully ok nothing is damaged internally but still the problem is there
