Lost info with changed Apple ID

My old gmail account was hacked, and I have yet to have it recovered.

My apple ID was the old email.

I created a new gmail, and apple ID with that email address and once I logged out of the old one and onto the new one, everything was gone.

My question is, is there any way to retrieve those contacts and have them imported to the new apple ID or iCloud?

Is this something I can take to my cell service provider and have them do?

Try signing back in with the old ID, let the data sync, and then try the new ID. When changing to the new ID, there may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. Messages conversations will be lost if they are addressed to the ID. See the article below for other places that the old ID should be removed. See Winston Churchill's response in the below discussion. Also set up Family Sharing to keep access to your apps/purchases.
