In iMovie it says it is loading the content of my iTunes, but it just spins and spins and spins.
I am logged in and authorized in my iTunes, I can see all my music on iTunes, and it will play.
I am on Mojave on my iMac 27".
I went into my iTunes preferences and made sure sharing was turned on, but still just spinning. I have also restarted both programs to make sure any changes were recognized.
Anyone have any ideas?

Try booting up in Safe Mode (see Finder help menu for instructions) and, after everything loads, immediately shut down and reboot in normal mode. See if that cures it.

Are your iTunes songs possibly stored in the cloud? If so they won't appear in the iMovie iTunes item in the audio sidebar.
If the above is not your situation, try opening iMovie while holding down the Option and Command keys and selecting to delete preferences in the box that appears. iMovie will open in a new library. Reopen your old library to get back to your projects. Now see if iMovie will link to the iTunes library.

I do not have any iCloud storage (other than the free bit they give you, but I have never used that).
I tried your Option and Command keys, but exactly the same result. Spinning and spinning.
