I lost a lot of photos after the catalina upgrade (not all). I have a time machine back up but it wants to copy the entire library to my macbook. I can't figure out a way to select specific photos. I don't have room on my MacBook to copy the library over. I have plenty of space on iCloud but it says I don't have space (maybe I'm doing it wrong). Any suggestions?

You have to restore the library from Time Machine to another volume, if you do not have enough storage on your MacBook. Use the "Restore to ..." option instead of "Restore".
Have you been using iCloud Photos before the upgrade to Catalina? Then enable iCloud Photos again and wait for your photos to download from iCloud to your Mac.

"Restore to ..." doesn't come up as an option, only "Restore". I had not been using iCloud since I had the Time Machine (I wish I had now). I upgraded my iCloud storage hoping I could copy the library to there but have not been successful.
With Time Machine recovery of a Photos Library is all or nothing. It's the nature of the beast.
You need to Control (right) - click to get the Restore to option.
