From what you have described, the QR code is recognised by your iPhone as it prompts you to open it in the Safari. The issue is that whatever is the URL address stored in the QR Code cannot be accessed on your iPhone.
I suggest you try another trusted Wi-Fi Network so. If you have another iOS Device where you are signed in to with the same iCloud account, try to add those tickets using that device and sync your tickets to your iPhone.
