"Use F1, F2 , etc. keys as standard function keys” option has disappeared from keyboard window

Not sure what's causing this, but I no see the "Use F1, F2 , etc. keys as standard function keys” button option in the keyboard window. I'm running Mac OS Catalina (10.15.1) on a 2014 5K iMac Retina. Thank you in advance for any help with this. This is the only option I see in my keyboard window instead:

I don't see that option anymore either.

I never had any use for it, so its disappearance does not bother me, but it seems a bit odd to see all the options for the touch pad, while I am using a 2014 mac... It seems like an oversight. I am running 10.15.2, FWIW. I don't recall using this preference pane when I was using 10.15, so I can't say if the change began with Catalina or with one of the two recent updates.
