Safari version 13.0.4 enable cookies

On Safari version 13.0.4, my bank's bill pay is saying that cookies are not enabled. Another device's safari is version 13.0.3 and there is no problem. I have the 'Block all Cookies' unchecked.

Both devices 'Security' and 'Privacy' settings are the same.

Is there a problem with the new version 13.0.4?

Chrome works fine.

iMac 21.5", macOS 10.13

Your only real choice is to login from Chrome Browser until Apple fixes Safari 13.04 which is the culprit here. You can use Chrome as a non-default browser for those websites that simply will not work with Safari 13.04 no matter what the settings as the "Block All Cookies" and "Prevent cross-site tracking" switches are clearly broken in Safari 13.04 for many websites. This includes many Banking Sites and many casual gaming sites. The common denominator for me appears to be many of these sites use Adobe Flash for interactive content and Apple has wisely always hated Flash as a exploit magnet but their tolerance for work arounds in Safari 13.04 seems to have ended and now many sites just no longer work in Safari.


Using Chrome just for those sites is far less trouble than trying to install an older version of Safari. Even if you need to temporarily change your default browser to Chrome so you can use links to these sites it is a simple process to go back and forth. Simply choose Apple Symbol in upper Left Corner and open System Preferences, Choose General and choose Chrome from drop down menu under Default Web Browser, do whatever you need do in those sites that do not work. Then reverse process and make Safari your default Browser again. This assumes you have already installed Chrome on your Mac. If not that is easy and free.


I still prefer Safari as it is both lighter in resource usage and faster than Chrome, but this is the only workaround I have found that actually works consistently across sites that don't like Safari 13.04.

Safari > Preferences > Privacy

Website tracking: Uncheck the box beside "Prevent cross-site tracking".

Cookies and website data: Uncheck the box beside "Block all cookies".




Visit the site in question.

Click Safari in the menubar and then "Settings for This Website..."



Website preferences window will popup.

Click inside the box next to "Pop-up Windows" and choose "Allow".

This Forum Thread has been up since December 13, 2019 when I first encountered the problem not only with Bank Websites but with many other websites like lite on-line game sites. Apple rarely if ever directly responds to Bug Reports and simply quietly fixes them. This is not optimal from the perspective of many users, but it appears to be a pretty consistent Corporate Policy.


Personally, when Apple released Safari 13.0.5, I assumed they probably fixed this issue since it seemed to be a fairly widespread issue with most workarounds (other than using a different browser for affected websites) being both cumbersome and only working intermittently. For me, so far at least this has completely corrected the issue and the websites that worked correctly before 13.0.4 are now working again with 13.0.5


I would add that for me it was basically a few days over a month before they fixed it (12/13/2019 through 01/27/2020 which for me seems a pretty quick response.

That was my experience with Safari 13.0.4 but personally I have had Safari 13.0.5 since its release 01/27/2020 and it fixed this issue completely for me. Several other commenters on this thread have reported similar results. What you are describing sounds like the issues many were experiencing in Safari 13.0.4. I can not replicate the issue in 13.0.5. Perhaps someone else monitoring this thread has further insight. I certainly hope that my experience was not fleeting and Apple actually fixed the bug from 13.0.4 with 13.0.5.


Good Luck - if this persists the least cumbersome solution I found was to install a different Browser (either Google Chrome or Microsoft's newly released Edge for MacOS. I kept Safari as my default browser and only used Chrome or Edge for on-line banking/bill pay or for casual games that did not work in 13.0.4. Again, for me at least I have not experienced the problems any longer since Safari 13.0.5


Hope this helps and really hope yours is an isolated error.

Alright, I finally got it! Here is, specifically, how I got my bill pay to load:


  1. I was on another site and checked the box for Prevent Cross-Site Tracking
  2. with the box checked, I logged in to my bill pay and received the error message regarding cookies (discussed earlier in the thread)
  3. while looking at the error message, I unchecked the Prevent box and pressed the "reload this page" button at the top of the browser on the right side of the address box. ( I think my previous attempts failed here because I closed the tab and then opened a new tab to try bill pay. This time I never left the bill pay error page)
  4. bill pay now works!

To anyone still following this, I found another potential solution that does not require using Chrome if you are already on Mojave.


The Safari Technology Preview can be installed without disturbing your current installation of Safari or MacOS:

The current preview version 97 does not have the cross-site cookie bug (the Prevent Cross Tracking option works as intended) and also does not have that annoying Safari 12.1 behavior of auto-submitting login forms when you use user/password fill.


The downside is that it keeps its own set of bookmarks and history so you might need to do a little work to copy over your bookmarks.


If you go to the Safari Technology Preview download page, DO NOT repeat DO NOT download Safari Beta versions. If they don't work you are basically screwed. The Safari Technology Preview can be simply dragged to the Trash if you decide not to use it.


I am hoping that since the preview doesn't have the cookie bug that Safari 13.0.5 will fix it as well.

The issue is when a Bill Pay site opens in an iFrame. Safari 13.0.4 will not work with Prevent cross-site tracking unchecked. You can check the setting when on the blocked iFrame, close preferences, then reopen preferences and uncheck the setting and revisit the iFrame and it will work. I believe when you close Safari and try again it will be blocked again.


This definitely looks like a Safari bug to me.

Unfortunately no, First Security Bank as well as other banks are getting a large amount of calls from customers that can't any longer get to bill pay after the Safari 13.0.4 update. Suggesting Using Chrome, Foxfire, mobile app or older Safari. Not a big help. I've read that Apple is working on a fix. I did have to uncheck and recheck a couple times. It is causing problems with “Prevent cross-site tracking" and "Block all cookies”. Seems it's causing video problems also. Sorry it didn’t help.
