ICloud files not syncing in ios 13.3

Both my IPad Pro 12 (3rd gen) and IPHONE 8+ are upgraded to IOS13.3

However, I’m finding ICloud file changed on one device do not sync to the other. I get messages that documents are in conflict if I edit a document on one and it does not take on the other (Pages).

Also before I do a backup on either device, I get a message that “130+ applications are not backed up to ICloud.” All my ICloud settings have my applications turned on for backup.

This didn’t happen before the IOS 13.3 upgrade.

anyone having the same problems with conflicting ICloud syncing on devices since upgrading to IOS 13.3?
