Proxy Settings Option Unavailable

I am trying to hook up an older iPad to the internet through an Ethernet connection. The setup I am using does work on my iPad Pro 10.5" and even iPod Touch 6th Gen. The network has a proxy so connecting to the server needs to be configured on the device. It works on the above devices.


However, attempting this with an iPad 4th Gen (A1458) running the latest version of iOS supported on the device (10.3.3) is yielding less optimal results. The "Ethernet" option does show up between WiFi and Bluetooth. But there are limited network options available. There is no place to enter a proxy configuration. Please see the image below. If anyone could help I would be most appreciative!

Full ethernet support was not introduced until iOS 12, which iPad (4th generation) does not support.
