Hi, notes disappeared as application from my iPad Pro. After having reinstalled from backup I could install notes but I cannot open the app because of restrictions that are not set up. Please help. Thanks, Bruno

Does your iPad have any configuration profiles installed?
Settings > General > Profiles
If you do not see a Profiles pane in Settings then your device does not have any profiles installed.
Settings > Screen Time > Restrictions
Do you also use Family Sharing?
