Closed Caption Apple TV Plus App (Fire Stick/Roku)

When opening any content closed captioning is engaged by default. I have to turn it off each time. There is no place in settings to set the default to off. What am I missing or is this a bug?

Subtitles and Captioning Global setting (on Fire Stick 4k) does not have that option. It only has style options. The only place I have controls for subtitles is within programming. For some reason my selection of, Off, does not often stay fixed. It reverts back to closed captioning. Thanks for the info.
