I bought I phone 11 pro max last two weeks
yesterday was fallen in swimming pool so the Face ID has not working any more and the camera became foggy. This I phone is water resistant but unfortunately it is not. Is The warranty caver my I phone.

Your device has been destroyed by the drop in the pool.
Water damage is not covered by the standard warranty and the replacements costs are yours.
An iPhone is water resistant, it is not waterproof, and under no circumstances should it be submerged.
Apple doesn't cover water damage in their warranty, and a replacement will cost you. Apple doesn't repair water damaged phones, they replace them for the same unit (same phone, color and storage capacity).
But you would need to pay for a replacement.
