Some of my documents in iCloud drive show a iCloud icon next to the name, but others do not. Are all of my files saved in iCloud?

iMac 21.5", macOS 10.13

Cloud icons on iCloud What do the clouds with down arrows indicate in iCloud? Some of my folders have the icon, some do not and files within the folders have icons and some don't. Also is there an indication of which files are being uploaded into iCloud? I can see I that I am uploading files but I cannot tell which files.

If you see them in iCloud Drive, the files should be there.
