Hi, I have a questions, yesterday when I checked screen time on my iPhone 5SE (iOS 13.3 - its up to date)
One off the most used app was Twitter - The thing is I don't use Twitter at all and I don't have that app on my phone, I add limit on that App and that's what show up in notification centre - 5 minutes remaining for com.atebits.Tweetie2 today.
Any one know what's going on ?

Thanks for posting your question. I see from your screenshot that you have a concern about some Screen Time reporting.
You mentioned you don't use Twitter; I did some research and Tweetie2 may be an older third-party app. Have you tried checking for that app specifically? Use Search on your iPhone, iPad, or iPod touch
If you don't find anything there, there may be a few other things to consider. Are you using "Share across devices" for Screen Time? You can check under Settings > Screen Time: Use Screen Time on your iPhone, iPad, or iPod touch. If "Share across devices" is on, it may be worth checking your other devices to see if the app is installed one of those devices.
As another possibility, are you using Family Sharing with Screen Time?
