Problem with iPad not downloading os13.1

Go to Settings app, General > iPad Storage and let a list generate.

If iOS 13.1 comes up in this list, tap the gray colored arrow at the far right of the iOS 13.1 panel and then delete this update link.

Then start the iOS Software Update process all over again and install whatever appears as the current update.

iPadOS is up to 13.3, now. NOT 13.1.

That could be your issue.

I have iPad 6th gen. I did as you requested but iOS 13.. does not show in storage list

No older iOS version to delete showed up in the list under General > iPad Storage?

You are going to have to update your iPad connected to computer, connected to the Internet, running the current iTunes and update your iPad through iTunes.
