Apple Watch Always On Display
Why does the workout app (or any active app) blur and time appears during the workout and the Always On Display is set to on and Hide Sensitive Complications is set to off?

Thank you for posting in the Apple Support Communities. If I understand correctly, you want to be able to manage your Always On and Hide Sensitive Complications settings, is that right?
Always On is turned on by default on Apple Watch. In this mode, the time is always visible, along with your watch face or the most recent active app. However, you do have the ability of managing this setting along with Hide Sensitive Complications. Take a look at the article below.
