Just to be sure I understand, are you referring to seeing the FaceTime app icon in the Dock on your Mac?
If so, it's possible for apps to appear in the Dock, even if they aren't started. This makes opening them a handy shortcut so you don't have to search for the app.

When you say "SpeedBar", are you referring to the Dock on the Mac?
If you remove the FaceTime app icon from the Dock by dragging it off the dock, does it reappear?
If it does reappear is someone trying to call you via FaceTime? This article explains how a FaceTime call can be made to your Mac: Use FaceTime on your Mac - Apple Support

No...I did not ask for FaceTime...it "magically" appeared in the SpeedBar in the area where apps that have been started by the user appear...it seems something or someone is attempting to start FaceTime on my computer...:(
Yes... the Dock at the bottom of the display...When the FaceTime icon reappears...there is no option about accepting or declining a call...the only indication is the icon now sitting on the dock displacing one of the icons of another app that had been running
