App Controls with Control Strip Not Available

As what the subject said, I cannot find App Controls with Control Strips in my keyboard preference.

This is what I saw others have:

And this is what I have right now:

It spent me days to figure out why I cannot switch between App Controls and Control Strip, and it seems this is the reason?

As I use Control Strip more frequently than the App Controls, my temporary solution is to set the default Touch Bar.

Relative Information:

Hardware: MacBook Pro (15-inch, 2017)

Software: macOS Catalina Version 10.15.2 (19C57)

MacBook Pro 15", macOS 10.15

I understand from your post that you're not seeing the option for App Controls with Control Strips in your keyboard preferences. I'd be happy to help out.
