Still no IOS 13

Go to Settings/General/Software Update. It should prompt you to install the latest iOS version (13.3 is the current most recent).

If it says your phone is up-to-date with a previous version most likely you participated in the iOS 12 Beta. In that case you must go to Settings/General/Profiles if it exists. It will be between VPN and Regulatory near the bottom of the listing. Tap on Profiles, tap on the Beta profile, and delete it. Then restart your phone—>Restart your iPhone - Apple Support

One other possibility is you have a downloaded iOS 12 version that you never installed. You need to delete it:

1. Go to Settings > General > [Device name] Storage.
2. Find the update in the list of apps.
3. Tap the update, then tap Delete Update.
4. Go to Settings > General > Software Update and download the latest update.

Even if there is no notifications, you can still do the update. Watch the GIF below. (Though this is for iPhone 6 with iOS 12.4.4, the process is same for iOS 13.3 too.)

Try to update it via computer running the latest version of iTunes. If you don't have a computer, you can ask for help at an Apple Store or Authorized Service Provider.

Run Software Update under settings.

You must have 50% battery and a Wi-Fi connection to download 13.3.
