problem downloading apps

so i deleted my debit card off of my iPhone and i cant seem to download or redownload apps, it keeps tell me to edit my billing information why cant i download apps without the need to do that?

Go here - If you can't remove your last payment method or use no payment method with your Apple ID - Apple Support
