I have this problem. Usually, I open an app, leave, use another, and when I come back to the first one, it continues where I left it.
Yet, since today, it stopped the background refreshment, and when I come back, the app starts over.
I tried to see if I had deactivated the app, but, it doesn't even appear in the options.

First, you'll want to make sure that you're using the latest version (13.3) of software. There was a recent updated that fixed an issue that could cause apps to quit unexpectedly when running in the background.
Update your iPhone, iPad, or iPod touch
You can also check your setting to make sure you still have Background App Refresh enabled. You can check this by going to Settings > General > Background App Refresh.

I have a problem with my apps running in the background.
