this problem has been going on for months. i have always had background app refresh turned off yet every time i close an app and open it not even 10 minutes later it will refresh the whole app, sometimes it won’t even be 5 minutes and an app will still restart/refresh itself. this is for the majority of the apps i use, not just apple. my storage is half full.
App refresh will happen when you open the app but it will not refresh in the background when your app is closed.

the app is refreshing in the background when i’m not on the app and it’s in the app “tray” while i’m on a different app that is the problem. i’m not trying to close an app i’m wondering why apps refresh when the background app refresh has already been turned off.
why do all my apps refresh even when background app refresh is on?
