Payment method is declined

I recently done some purchase from my debit card connected to i cloud and all of a sudden it says payment declined please add new payment id i tried to remove that account and add another but it say there is at least one payment on subscription file

can any one tell me what should i do

iPhone 6s, iOS 13

Have you tried adding another payment method and then removing the debit card?
