so if you cant find the owner and you bought ipad

If you purchased a used iPad and it has activation lock and you have no way of contacting the origonal owner, then that iPad is a dead, useless device to you.

You will never get that iPad to work for you.

We cannot help you and Apple will not be able to help you either.

Return this iPad from where you purchased and get your money back, if you can.

Failing that, recycle that iPad responsibly.

I’d check with the police to see if it was reported stolen. Then go from there.
