Maybe because Apple is not a government. Taxes are the domain of the government. Apple is in the business of selling computers and other products. The government is in the taxation business.

And, just my opinion and conjecture, Apple does not ship to another country and does not allow a person to export a device. Hence there is no need for such a form.
