This is a persistent problem - likely due to user being in an "unsupported country"- one where Apple has no online presence and relies upon AARs/AASPs to provide ALL support for Apple products & services (Ukraine & Sri Lanka are two countries that come to mind)

There is one active thread of the same error here in the USA - SPECTRUM is the ISP but there is difficulty with SPECTRUM & Apple pointing fingers at one another at this stage
