No it is not. It is simply an airplay speaker that can be used with Apple TV, and that is what will occur with any such speaker. In order to not have that happen it would require a physical connection to the TV.
You will have to change that output back each time, but if you want to do that via Siri instead you can give feedback.

HomePod is not designed as a TV speaker, it connects using airplay and audio will revert back to the TV's speakers once the ATV is in sleep mode.
No, HomePod is not designed as a TV speaker. It is, however, designed as a speaker to use with Apple TV. That’s what I’m trying to get to happen consistently, according to its settings.
