My daughter has an iPhone 11 and we are thinking of getting AppleCare+ with Loss/Theft before she goes abroad to the UK for a semester. Will the Apple stores in London honor her AppleCare+ plan if she should need to use it?

The warranty and AppleCare+ are only valid in the country where the phone was originally sold.
The EU is considered a single country for warranty and service purposes.
For the time being, the UK is still a part of the EU. We'll have to see how things shake out what with Brexit looming...
If the phone was not purchased in an EU country then the phone will have to be returned to the country of purchase if it needs to be repaired, either in or out of warranty. For software support any Apple Store should be able to help.
