International address format will not save in Contacts

I’ve tried multiple times to edit addresses of international friends in my Contacts, but the format always seems to revert to a US-based structure. This is primarily happening when attempting to save Japanese addresses, which list the postal code first. I select the country first, then enter the address & it appears correct as I enter it. Once saved, after about a second it reverts back to the US format with the postal code at the end.

I’m using an iPhone XS, running 13.3. Have tried force closing, restarting, but no change. Any help would be appreciated!
