Optimized Battery charging still not working

I’ve had iOS 13 installed for over 2 months and have always had Optimized Battery Charging turned on, but it’s still not working. I understand that it takes a while to get going but this seems excessively long.

I want to my battery to be as efficient as possible, so how can I get this feature to start working?

Go to Settings/General/Background App Refresh. Any app listed there might be running overnight. Also Settings/Battery. Tap on any app and it will show background data used (but not when it was used). If you do this at night, then again in the morning you can calculate how much of the energy was used overnight.


Also, when you get up in the morning do you have a lot of notifications? Each notification uses some data and energy. Do you have any Push email accounts? Downloading the pushed messages uses battery energy.
