I have 2 Homepods set up as a stereo pair. I'd like to output sound from my Samsung TV to the Homepods but its a pre-airplay model. The Apple TV box will do this but presumably only when streaming from Apple TV? Any way of achieving this for all programs from the TV? E.g. any device which will take a digital sound feed from TV and is airplay 2 enabled?

You might be able to use an old Mac such as a Mac Mini with an analogue sound input (or a USB audio input adapter) connected to the audio output of the TV and Airfoil software on that Mac:
