locked ipad not recognized by computer or charging by computer

My ipad is locked and telling me to connect to iTunes to fix. When I connect the Ipad to my windows pc the computer does not recognize it and the ipad does not show that it's charging either. I have switched out the usb cord and connection location multiple times. I have gone into my device manager and cannot find Apple Mobile Device USB Driver or you see Unknown Device. What is my next step.
